Does an MVR (Motor Vehicle Records) check need to be conducted for each state I have held a driver's license in?

No.  Only the current states' drivers license is checked.  Each time you apply for a new driver's license, you are required by law to turn over the current license.  Each states' Motor Vehicle Bureau is linked to the National Driver Registry (NDR).  Therefore, no matter what state you apply for a new license in, your driving history follows and is linked to the new license.
